INTRODUCTION OF HOUSE FILE 997 ON SOVEREIGNTY OF THE STATE OF MINNESOTA

On February 19, 2009, several Minnesota Representatives introduced a resolution which would re-assert the sovereign rights of the State of Minnesota under the Tenth Amendment to the Constitution of the United States. Link to Bill HF 997

The Chief Author is Rep. Marty Seifert (R-Marshall), the House Minority Leader. The co-authors include:

Rep. Bruce Anderson (R-Buffalo)

Rep. Sarah Anderson (R-Plymouth)

Rep. Greg Davids (R-Preston)

Rep. Bob Dettmer (R-Forest Lake)

Rep. Keith Downey (R-Edina)

Rep. Steve Drazkowski (R-Winona)

Rep. Steve Gottwalt (R-St. Cloud)

Rep. Rod Hamilton (R-Mountain Lake)

Rep. Morrie Lanning (R-Moorhead)

Rep. Jenifer Loon (R-Eden Prairie)

Rep. Peggy Scott (R-Andover)

Rep. Dan Severson (R-Sauk Rapids)

Rep. Ron Shimanski (R-Hutchinson)

Rep. Steve Smith (R-Mound)

Rep. Paul Torkelson (R-New Ulm)

Rep. Dean Urdahl (R-Grove City)

The Tenth Amendment states: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

The legislation will assert the sovereignty of Minnesota in the face of any exercise of unauthorized power through federal Executive Orders, Congressional actions, or judicial orders.

Advocates of big government try to use all three branches to bolster federal power over the states’ role in protecting individual rights.

Dear Representative (Insert Last Name):

Please become a co-author on HF 997 (Seifert).  This resolution merely assert's Minnesota's sovereignty on the Tenth Amendment to the Constitution of the United States.

The Tenth Amendment states:  "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

House File 997 merely advises federal judges, the Congress, and the Executive branch not to impose mandates on Minnesota and other states which are beyond the powers of the federal government.

If we are going to get the breadth and weight of federal government under control, we have to stop the weight of "undelegated" mandates from being shifted to state taxpayers.

Your support for HF 997 will be most appreciated.  If more than 35 Representatives sign on to that bill, there will be a second bill introduced.  If that happens, I will advise you of the new bill number.

Thank you for considering this request, and thank you for supporting the freedom and dignity of the individual and restraint of government powers.

Sincerely,

  1. MN regulations permit a maximum of 35 authors/co-authors on a given bill in the legislature. Bill Number HF997, re-asserting our State Sovereignty has reached the 35 max allowed and we now have a clone bill HF1437. Our goal is to recruit a total of 68 co-authors to allow this bill on the House Floor and added as an amendment to a finance or other form of legislation. I am asking you....Will you encourage people to send email letters to the unsigned Representatives to encourage them to co-author HF1437. Article comming Soon! JP
  2. I have just been notified that it is not clear on this site that in order to post comments, you need to be logged in. I will get this fixed/clarified soon as I figure out how
